clip/pin, may take his/her transmitter from the impound area if the transmitter
is not capable of interfering with another radio and it is being removed from
the Contest Site.

award plates for District 9 point races. Trophy plates 1st though 5th will be
used to recognize contestant placement for each official class run at a
District 9 Points Race. The District will charge an annual plate fee to each
District 9 club who hosts a Points Race.

A driver whose boat hits a called Water Fowl, Animal, or dead boat will be
disqualified for that heat. Hitting a called detached portion of a boat (IE:
cowl, driver, sponson, hatch, wings, etc) will not be a penalty or
disqualification.

All contestants shall use no more than one hull in any class. Unlimited repairs
may be made to the originally entered boat only. Outrigger hydro sponsons may
be changed only if damaged. Only one driver per hull shall be allowed in any
class.

All clubs using a pre-recorded countdown for the starting clock shall use the
official District 9 tape or compact disk supplied by the District Director

A person judging at a District 9 Points Race must be a current NAMBA member.

A Junior driver may count the points accumulated by only one boat at a
sanctioned district contest. The driver must select which boat entered he or
she wishes to have counted when checking in at the race. This will in no way
affect the points for other District Class Racing or Championships.

District 9 will use channel numbers instead of frequency numbers.

All contest directors appearing on the race sanction request, will be required
to attend the District Contest Directors meeting prior to the commencement of
the racing season. This meeting will include a discussion of the existing
rules, rule changes that will take effect that year and how to informally apply
the rules. No new rules can be proposed or voted on at this annual Contest
Director meeting unless it is a safety issue.

Only the driver shall operate the prime steering and throttle controls on the
transmitter during a heat.

A Junior who has won the Junior Trophy is no longer eligible to win the Junior
Trophy. The Junior will be eligible to accumulate points earned for particular
events but will not be eligible to accumulate points for Annual Junior District
Awards.

If the Contest Director does not attend the Annual Contest Director Meeting
(rule 1-86) without good reason, the District Director can move that Club’s
Contest Sanction to an alternate club.

Team Racing is allowed in District 9. The team will consist of any two NAMBA members.
Each member will drive the boat two of the four heats. Team members may not
change during racing season. Scoring is to be listed by Team, then last name
and recorded as a single entrant.
2-91 Single event
members/contestants will be eligible to receive awards for places earned during
the particular single event they entered. They will not be eligible for
District Points being accumulated for year-end District Awards.

A race day, round or heat maybe canceled or postponed for any reason (i.e.
Because of inclement weather) only after taking a vote of NAMBA members entered
and present at that day’s contest (ie. Saturday’s classes). A simple majority
will determine the outcome. The club sponsoring the race will communicate if
and when the canceled event will be rescheduled for a later date. Race date
changes must be approved through the District Director.

If an entry form is not postmarked or given to appropriate CD by race entry
deadline, then the CD may assess a $5.00 per boat fee. All fees must be paid
before the entrant is allowed to race.

transmitter without having the proper frequency clip, the Contest Director has
the authority to disqualify that contestant for the day.

2-98R The mill pattern in
district 9 shall be: After a boat is launched from the pit area, it is to go
around turn one and turn two. After completing these turns, it must continue
until it passes the Start/Finish Buoy. It may then be driven across the course
or continue around turn one. It may not cut the course between the exit of turn
two and the Start/Finish buoy or cut from the back straight to the front
straight at any time.

Judging: During heat racing the assigned judge is solely responsible for
his/her boat. The announcer is responsible for announcing the infraction before
another lap has been completed from the point of infraction. The ruling of the
judge is final unless he/she does not correctly interpret the appropriate rule.
If for some reason the assigned judge does not see the infraction, the judge
can allow the announcer to make the decision.

OPC INSPECTION- If a driver is found to have illegal components a second time
in the same class in the same racing season, that driver shall be disqualified
and zero points given for that class. In addition, that drivers total
year-to-date points shall be reset to zero

All boats must not exceed a Maximum of 90dB measured by a dB meter placed at
the edge of the shoreline and inline (as practical) with the start/finish buoy.
The meter will be mounted on a tripod and not be set up under an awning or
overhang. For accurate dB measurements, boats may come no closer than 50 feet
to the meter, no other boats should be running and there should be no
obstructions between the meter and the boat being measured.

The District is to provide for the reimbursement of monies spent for Kids are
Boaters Too gift’s. This Reimbursement shall be limited to five dollars per
child entered. To receive reimbursement the club must provide the District
Director with a detailed receipt for money spent on said gifts.

The District Director is to mail a current copy of the District 9 rules, Race
Schedule, and official Entry Form to all NAMBA District 9 members no later than
February 1 of each year.

The District is authorized to fund and maintain a District 9 Web Site with
pertinent racing information, rules, contacts, race schedules, points, and
items for sale and email addresses. Each year the District Director will
appoint a web master to perform the maintenance of this site.

District 9 heat racing fees shall be $10.00 per adult entry and $5.00 for
juniors with $3.50 per adult entry and $2.00 per junior entry going to the
District 9 fund.

No G-1 Hydro boats may be run in X-Hydro as long as there is a G-1 Hydro class
offered in District heat racing.

The District Director shall not revise, delete or rewrite any District 9
proposed or approved rule (with the exception of rule #11-95R). He/she may

The sponsoring club at District 9 Points Races will provide starting Tables and
Prop Guards in the “hot pits”.

District 9 Clubs that have fulfilled their annual contest sanction
responsibilities to NAMBA and District 9 will have their contest anniversary
date protected for the next year’s contest schedule.

To Add a Class in District 9: A new boat class must be purposed though the
District 9 Rule Proposal process. Upon being approved, the class will run as a probationary
class for one season District 9 entry fees will be collected by the contest
directors Points and trophies will be awarded The sponsor of the class may
contribute a Perpetual Trophy Qualification Criteria: The probationary class
must have 4 boats present at 3/4 of the scheduled District 9 Points Races. If
the probationary class meets these criteria, the class will be offered as an
Established class in the next District 9 points racing season with a District
perpetual trophy. If the probationary class does not meet the criteria, it will
not be included in the next District 9 points racing schedule.

To judge a District 9 Point race a person must be a NAMBA member and 14 years
old. A NAMBA member under the age of 14 may be trained to judge with the
assistance NAMBA member over the age of 14 years old.

FOR PROPOSING DISTRICT 9 RULES
The
District 9 Rule proposal process will include: -Any current member or club of District
9 may submit rule proposals. -Proposals will be submitted to the District 9
Rules Chairperson (a person annually appointed by the
District
Director) -The Chairperson will accept all qualified proposals typed,
handwritten, or qualified proposals received as an e-mail document by August
1st -The Chairperson may assist the author to help clarify the intent, wording,
grammar, etc of the proposal. -The Chairperson will forward the proposals to
the District Director by September 1 so they can be prepared for balloting.
-The District Director will mail the rule proposal ballot and the current rules
that may be affected to
each
District 9 member no later than September 30th. -Each District 9 member may vote
only once for each proposal and must respond by the October 31st. -A proposal will pass by
simple majority of the votes returned by the deadline. -The results of the
membership vote will be announced at the District 9 Annual Meeting.
