1-71 At the end of the racing season, District 9 records are to be retired with new ones to be reset each year.

2-71R The District Director is authorized to acquire bids and expend funds for District 9 Annual Championship Awards.

2-74R The District Director has authorization to be reimbursed for all reasonable expenses he/she incurred during the year in support of District 9. (I.E.: postage, telephone)

1-75 Dropping of heats is not allowed i.e. best four out of five.

2-75R The District will furnish ribbons for any participant that places 1st, 2nd, or 3rd in a heat at a District 9 Points Race.

2-76R Anytime during a race, any boat hitting or going ashore will not be re-launched.

4-76R Each Contest Director shall have an official to check in transmitters. During the contest, transmitters will remain in the designated impound area. Transmitters may be removed from the impound area if the contestant is in possession or is in the process of getting possession of the appropriate frequency clip/pin. However, a contestant, not in possession of the frequency clip/pin, may take his/her transmitter from the impound area if the transmitter is not capable of interfering with another radio and it is being removed from the Contest Site.

5-76 There will be no proxy voting, written or otherwise, at any District 9 Business Meeting.

6-76R Requests for District 9 Points Races shall be submitted in writing to the District Director no later than the Annual District Business Meeting. The National Sanction Fee, Sanction Application and proof of club registration for the following year must accompany the request

1-77R If allowed by local regulations any contest having 75 or more entries will be required to have a minimum of two (2) operational retrieve boats on both days.

1-78R At District 9 Point Races, Scores and first place heat times will be posted and visible to the contestants after each round.

2-78 All clubs holding a District 9 point’s race must use the grid supplied by the District Director for setting up heats.

2-80R Scoring of District 9 Point Races will follow the NAMBA scoring system to tenth place.

1-81R All race officials will use the following terminology in identifying the location of any obstacle on the racecourse: “ENTRANCE TURN 1, POINT TURN 1, EXIT TURN 1, BACK STRAIGHT, ENTRANCE TURN 2, POINT TURN 2, EXIT TURN 2, FRONT STRAIGHT”

2-81R The District will supply award plates for District 9 point races. Trophy plates 1st though 5th will be used to recognize contestant placement for each official class run at a District 9 Points Race. The District will charge an annual plate fee to each District 9 club who hosts a Points Race.

3-81R A driver whose boat hits a called Water Fowl, Animal, or dead boat will be disqualified for that heat. Hitting a called detached portion of a boat (IE: cowl, driver, sponson, hatch, wings, etc) will not be a penalty or disqualification.

2-83 All contestants shall use no more than one hull in any class. Unlimited repairs may be made to the originally entered boat only. Outrigger hydro sponsons may be changed only if damaged. Only one driver per hull shall be allowed in any class.

11-00 All clubs using a pre-recorded countdown for the starting clock shall use the official District 9 tape or compact disk supplied by the District Director

3-84R A person judging at a District 9 Points Race must be a current NAMBA member.

4-85R A Junior driver may count the points accumulated by only one boat at a sanctioned district contest. The driver must select which boat entered he or she wishes to have counted when checking in at the race. This will in no way affect the points for other District Class Racing or Championships.

6-85 District 9 will use channel numbers instead of frequency numbers.

1-86R All contest directors appearing on the race sanction request, will be required to attend the District Contest Directors meeting prior to the commencement of the racing season. This meeting will include a discussion of the existing rules, rule changes that will take effect that year and how to informally apply the rules. No new rules can be proposed or voted on at this annual Contest Director meeting unless it is a safety issue.

3-86R Only the driver shall operate the prime steering and throttle controls on the transmitter during a heat.

4-87R A Junior who has won the Junior Trophy is no longer eligible to win the Junior Trophy. The Junior will be eligible to accumulate points earned for particular events but will not be eligible to accumulate points for Annual Junior District Awards.

5-87R If the Contest Director does not attend the Annual Contest Director Meeting (rule 1-86) without good reason, the District Director can move that Club’s Contest Sanction to an alternate club.

6-87R At District 9 Points Races the District Director (or delegate) has the right to hold random inspections of boats/engines in any given class.

2-88R Team Racing is allowed in District 9. The team will consist of any two NAMBA members. Each member will drive the boat two of the four heats. Team members may not change during racing season. Scoring is to be listed by Team, then last name and recorded as a single entrant.

2-91 Single event members/contestants will be eligible to receive awards for places earned during the particular single event they entered. They will not be eligible for District Points being accumulated for year-end District Awards.

3-91R A race day, round or heat maybe canceled or postponed for any reason (i.e. Because of inclement weather) only after taking a vote of NAMBA members entered and present at that day’s contest (ie. Saturday’s classes). A simple majority will determine the outcome. The club sponsoring the race will communicate if and when the canceled event will be rescheduled for a later date. Race date changes must be approved through the District Director.

2-95R If an entry form is not postmarked or given to appropriate CD by race entry deadline, then the CD may assess a $5.00 per boat fee. All fees must be paid before the entrant is allowed to race.

05-95 A District Awards Banquet and Meeting will be held at a central location between December 1st of the racing year and January 31 of the following year revised by proposal 05-08

08-06 The Heat racing Season will be between February 01st and November 30th

08-07 The race schedule will be drawn from a lottery at the contest directors’ meeting for the current race year

7-95R The “Kids are Boaters Too” event will include a minimum of 2 mini enduros lasting 3 to 5 minutes. Contestants entered in the Kids are Boaters Too event may not race in any other class. The class will be run with one or more contestant present.

11-95R The following event schedule will be followed by all District 9 points races: Saturday-ABC Mono, G1 Mono, 1/8 Scale Unlimited Hydro, G1 Crackerbox, Sport 40 II, A MOD Tunnel and Kids are Boaters Too; Sunday- ABCX Hydro, Sport 21, B OPC, B Mod Tunnel and G-1 Hydro, G1 Sport Hydro, G1 Catamaran revised by proposal 03-05.

13-95R If, in the opinion of the Contest director, a contestant turned on or left on a transmitter without having the proper frequency clip, the Contest Director has the authority to disqualify that contestant for the day.

14-95 Limit the number of boats per heat to six (6).

2-98R The mill pattern in district 9 shall be: After a boat is launched from the pit area, it is to go around turn one and turn two. After completing these turns, it must continue until it passes the Start/Finish Buoy. It may then be driven across the course or continue around turn one. It may not cut the course between the exit of turn two and the Start/Finish buoy or cut from the back straight to the front straight at any time.

3-98 Judging: During heat racing the assigned judge is solely responsible for his/her boat. The announcer is responsible for announcing the infraction before another lap has been completed from the point of infraction. The ruling of the judge is final unless he/she does not correctly interpret the appropriate rule. If for some reason the assigned judge does not see the infraction, the judge can allow the announcer to make the decision.

4-00 OPC INSPECTION- If a driver is found to have illegal components a second time in the same class in the same racing season, that driver shall be disqualified and zero points given for that class. In addition, that drivers total year-to-date points shall be reset to zero

9-00R All boats must not exceed a Maximum of 90dB measured by a dB meter placed at the edge of the shoreline and inline (as practical) with the start/finish buoy. The meter will be mounted on a tripod and not be set up under an awning or overhang. For accurate dB measurements, boats may come no closer than 50 feet to the meter, no other boats should be running and there should be no obstructions between the meter and the boat being measured.

15-00 The District is to provide for the reimbursement of monies spent for Kids are Boaters Too gift’s. This Reimbursement shall be limited to five dollars per child entered. To receive reimbursement the club must provide the District Director with a detailed receipt for money spent on said gifts.

18-00R The District Director is to mail a current copy of the District 9 rules, Race Schedule, and official Entry Form to all NAMBA District 9 members no later than February 1 of each year.

19-00R The District is authorized to fund and maintain a District 9 Web Site with pertinent racing information, rules, contacts, race schedules, points, and items for sale and email addresses. Each year the District Director will appoint a web master to perform the maintenance of this site.

3-01 District 9 heat racing fees shall be $10.00 per adult entry and $5.00 for juniors with $3.50 per adult entry and $2.00 per junior entry going to the District 9 fund.

5-01 No G-1 Hydro boats may be run in X-Hydro as long as there is a G-1 Hydro class offered in District heat racing.

7-01R The District Director shall not revise, delete or rewrite any District 9 proposed or approved rule (with the exception of rule #11-95R). He/she may correct spelling and grammatical errors.

8-01 If a class is voted out of the district, it will not be removed from the race schedule until the following year.

7-02 No smoking in the Hot Pits, Driver Stand, near RED GAS Containers or the Judging Tables. Smoke only in approved areas.

10-02 District 9 shall provide 2 retrieval balls and boat pole to recover dead boats in the PIT Launch and Recovery area.

1-03 The sponsoring club at District 9 Points Races will provide starting Tables and Prop Guards in the “hot pits”.

2-03 District 9 Clubs that have fulfilled their annual contest sanction responsibilities to NAMBA and District 9 will have their contest anniversary date protected for the next year’s contest schedule.

3-03: To Add a Class in District 9: A new boat class must be purposed though the District 9 Rule Proposal process. Upon being approved, the class will run as a probationary class for one season District 9 entry fees will be collected by the contest directors Points and trophies will be awarded The sponsor of the class may contribute a Perpetual Trophy Qualification Criteria: The probationary class must have 4 boats present at 3/4 of the scheduled District 9 Points Races. If the probationary class meets these criteria, the class will be offered as an Established class in the next District 9 points racing season with a District perpetual trophy. If the probationary class does not meet the criteria, it will not be included in the next District 9 points racing schedule.

4-03: To judge a District 9 Point race a person must be a NAMBA member and 14 years old. A NAMBA member under the age of 14 may be trained to judge with the assistance NAMBA member over the age of 14 years old.

5-03: revised by 04-08 PROCESS FOR PROPOSING DISTRICT 9 RULES

The District 9 Rule proposal process will include: -Any current member or club of District 9 may submit rule proposals. -Proposals will be submitted to the District 9 Rules Chairperson (a person annually appointed by the

District Director) -The Chairperson will accept all qualified proposals typed, handwritten, or qualified proposals received as an e-mail document by August 1st -The Chairperson may assist the author to help clarify the intent, wording, grammar, etc of the proposal. -The Chairperson will forward the proposals to the District Director by September 1 so they can be prepared for balloting. -The District Director will mail the rule proposal ballot and the current rules that may be affected to

each District 9 member no later than September 30th. -Each District 9 member may vote only once for each proposal and must respond by the October 31st. -A proposal will pass by simple majority of the votes returned by the deadline. -The results of the membership vote will be announced at the District 9 Annual Meeting.

6-03 The District Director, Asst. Director, Secretary and Treasurer may not reside at the same residence.

1, 2-04 The following event schedule will be followed by all District 9 points races: Saturday-A,B,C Mono, G1 Mono, G-1 Crackerbox, 1/8 Scale Unlimited, Sport 40 II, A MOD Tunnel, Classic Thunderboat and Kids are Boaters Too; Sunday- A,B,C, X Hydro, Sport 40-1, Sport 21, B OPC, B Mod Tunnel, G-1 Hydro, G1 Sport Hydro and G-1 Cat. 12-08 The Contest Director or Official Designee may stop a heat prior to the 30-second clock (and later restart it) if a boat goes out of control causing a safety or race hazard. Only boats running at the time the heat is stopped are eligible for the restart. Replaces rule 03-04

A race day, round, or heat may be canceled or postponed for any reason (IE. because of inclement weather) only after taking a vote of NAMBA members entered and present at that day's contest (i.e Saturday's classes). 08-09 A minimum of three rounds must be completed to make an official District 9 race day and District points awarded. If the fourth round is started and is not completed, points will be awarded as accumulated by the end of the third round.

TO ADD A CLASS IN DISTRICT 9

. A new boat class must be proposed through the District Rule Proposal process.

. Upon being approved, the class will run as a Probationary class for one season.

. District 9 Entry Fees will be collected by the Contest Directors.

. Points and Trophy Plates will be awarded.    ,

. The Sponsor of the class may contribute a Perpetual Trophy.

. Qualification Criteria: The Probationary Class must have at least 4 boats racing at % of the scheduled   District 9 Points Races.

. If the Probationary Class meets these criteria, the Class will be offered as an Established Class in the next District    9 Points Racing Season with a District Perpetual Trophy.

. If the Probationary Class does not meet the qualifYing criteria, it will not be included in the next District 9 Points Racing Schedule

02-06 “Established Classes” must continue to be offered at all District Points Racing Events even though they may no longer be supported by contestants within the District.

04-06 In the event of protest or record application, the duties of the District Technical Chairman will include 1) Engine teardown and measurement for class compliance; 2) Hull inspection for class compliance; 3) Completing the appropriate record forms.

05-06 Sport 40 I is no longer a District 9 “Established Class” and will not be part of the District 9 Points Races

07-06 District 9 will use the “Cumulative Scoring System” to determine Annual Class Championships. This System totals the points earned for every heat during the District 9 Points Racing Season.

05-09 All participants at an event must stay to cleanup at the end of each event unless released by the CD or forfeit his or her points for that event.

09-09 A double points race will be randomly selected by drawing at the end of the season and racers will drop their worst race points.

08-09 A minimum of three rounds must be completed to make an official District 9 race day and District points will be awarded. If the fourth round is started and not completed, points will be awarded as accumulated by the end of the third round.

13-08 District 9 current and accumulated racing points be published on the District website within 10 calendar days after a point race.
